This record outlines the institutional project experience established through TPE’s board-level leadership. Managing Director

Diva Belo serves as Managing Director, providing executive leadership for TPE’s institutional growth. A Cum Laude graduate of Skidmore College with dual Bachelor of Arts degrees, she specialized in international systems at the University of Sydney and IES Abroad London. Her expertise in strategic coordination is fundamental to TPE’s role in enabling Timor-Leste’s national infrastructure.

Operations Manager

Maria Auxiliadora serves as Operations Manager, responsible for technical coordination and administrative synchronization. A graduate of UNTL with honors in Management, she manages the complex operational workflows and protocols essential for the successful delivery of TPE’s national infrastructure feasibility initiatives.

Board Governance

TPE is guided by Reinaldo Freitas and Jony Nazareth. Their combined expertise in governance and infrastructure leadership ensures that strategic direction remains aligned with Timor-Leste’s national digital sovereignty and security requirements.

Multidisciplinary Project Team

TPE maintains a flexible model, mobilizing specialized project consultants and technical personnel on a mission-specific basis. This capability allows the firm to assemble elite task forces tailored to the technical requirements of national infrastructure feasibility, corridors, and secure data hubs.
